With the Thai government’s serious commitment to the Phuket Smart City initiative – and the nationwide boom in Web3, Blockchain and Digital Assets – we’re seeing an incredible surge of opportunities that are simply too good to ignore.

Thailand’s Digital Leap: A 5-Year Snapshot

Over the past five years, Thailand has quietly, yet steadily, transformed into a prominent player in the digital asset space. We’ve witnessed a remarkable surge in:

Crypto Adoption

Thailand consistently ranks among the top countries globally for cryptocurrency adoption. Recent data indicates a significant portion of the population engaging with digital assets. This isn’t just about trading; it’s about a growing comfort and familiarity with decentralized finance.

Fintech Growth

The digital wallet and prepaid card market has seen robust growth, with continued financial innovation and strong regulatory support driving a more digitally inclusive payment landscape.

The government’s push for a cashless economy, alongside rising e-commerce, has cemented the role of digital financial services. Official information regarding the Bank of Thailand’s role in the payment system can be found on their website.

Blockchain Integration

Beyond crypto, blockchain technology is being explored and adopted for broader applications, from supply chain efficiency to digital identity. There’s a clear governmental interest in leveraging blockchain for various services, aiming for greater trust and transparency.

Events like the Blockchain to Government Conference (B2GC) held right here in Phuket in early 2024, underscore the strategic importance placed on this technology. The conference was co-organized by key Thai government agencies (DEPA, ETDA, DGA) and Finstable Group. 

These trends paint a picture of a nation not just open to, but actively embracing, digital transformation. For the local tech community, this means a fertile ground for innovation and significant opportunities to contribute to and benefit from this digital evolution.

Now that we know, who is who behind the scenes, so to speak!, let me quickly share the core blueprint, “7-pillars” and how a forward-thinking government laid down tax incentives and visa exemption. As of July 15, 2024, the Thai government has expanded its visa exemption program to include nationals of 93 countries and territories for the purpose of tourism, business engagements, urgent work, or ad-hoc work.

Phuket’s Smart City Vision: A Blueprint for Innovation

Phuket is at the forefront of Thailand’s Smart City initiative, aiming to become a model for sustainable urban development. This ambitious project is built upon seven interconnected “Smart City” pillars, as championed by the Digital Economy Promotion Agency (DEPA), the leading government agency driving this transformation.

More details on the Phuket Smart City project can be found on the Smart City Thailand Data Platform. Each pillar offers unique avenues for Web3 and blockchain innovation.

Okay! Let’ begin with the 1st-pillar.

1. Smart Economy

Their goal is to foster a high-value, digitally-driven economy. This involves two key strategies: first, using digital technology to enhance existing economic activities by making them more efficient and transparent, and second, actively developing new digital revenue streams to fuel future growth.

Web3 Application Idea?

Imagine a Phuket Local Business Tokenization Platform. Small and medium enterprises (SMEs) could issue tokenized vouchers, loyalty points, or even fractional ownership tokens, making local investment accessible and creating a more engaged consumer base.

For example, a restaurant could issue “Phuket Bites” tokens, redeemable for discounts or exclusive dining experiences, funded directly by early supporters. This enhances capital access for local businesses and fosters community loyalty through a transparent, blockchain-recorded system.

2. Smart Tourism

Smart tourism focuses on using technology to improve the tourist experience, offering greater convenience, safety, and personalized services. With millions of visitors annually, it is crucial to boost efficiency, build trust, and provide experiences that are tailored to each individual. This is accomplished by leveraging digital tools to streamline everything from booking and navigation to real-time safety alerts and customized recommendations.

Web3 Application Idea?

Develop a Decentralized Tourist Identity and Reward System. Tourists could create a secure, self-sovereign digital identity on a blockchain, streamlining check-ins at hotels, attractions, and even immigration (in the long term, with government integration). At this moment there maybe a similar system built but its centralized. There is a difference between centralized systems and decentralized systems. We go in-depth to understand this key differentiator during my 2-day live workshops.

So far, we’ve only heard the bad rep about NFTs. Well, that’s because scammers are everywhere and the reason why people get scammed is usually due to ones own ignorance and lack of credible info. There could be other unforeseen reasons too but I’m not talking about them. I mean come on, who in the right frame of mind would want to lose money. All I’m saying is, there is great possibility to explore automatic royalty rewards distribution using just NFTs (Non-Fungible Tokens) or utility tokens (for example: for visiting specific landmarks or engaging in sustainable practices, enhancing their experience and encouraging eco-friendly tourism.

With the help of Ai, it wasn’t easy though, but I did manage to find a very similar resource/ pdf doc which describes the touchpoints and core concepts in a similar way.

Heard of the Known Traveller Digital Identity? It’s pretty cool! This initiative is a prime example of how governments are now diving headfirst into Web3. They’re using blockchain to build cutting-edge digital travel identities that promise to make our journeys easier and more secure than ever before.

I’m not even going to touch on the topic of Web3 loyalty programs. But feel free to read through. This resource talks about how they use blockchain and tokens (including NFTs) to create unique rewards that customers own and control, addressing common drawbacks of traditional loyalty programs.

3. Smart Health

Improving healthcare accessibility, quality, and data management. Secure and efficient management of health records, and enabling telehealth services.

Web3 Application Idea

To develop a Secure, Patient-Controlled Medical Record System. Imagine a blockchain-based platform where individuals in Phuket (residents and long-stay visitors) can securely store and share their medical records with different clinics and hospitals, granting access only when needed.

This could dramatically improve emergency care and continuity of treatment, especially for tourists, by providing immediate, verified access to crucial health information while maintaining patient privacy and data integrity.

4. Smart Safety

Enhancing public safety and disaster readiness. Leveraging data and technology for faster response times and improved security.

Web3 Application Idea

 To come up with a Decentralized Incident Reporting and Verification Network. Residents and tourists could anonymously report incidents (e.g., suspicious activity, environmental hazards, minor accidents) through a dApp (Decentralized Application). Verified reports, perhaps by local community moderators or designated authorities, could be recorded on a blockchain, creating an immutable and transparent ledger of community safety concerns, allowing for more targeted and efficient allocation of resources.

5. Smart Environment

Promoting environmental sustainability and resource management. The opportunity here is to come up with a monitoring system solution where key metrics, green initiatives for effective waste management.

Web3 Application Idea

For example, how about creating a “Green Phuket” Carbon Credit and Recycling Incentive Platform. Individuals and businesses could earn verifiable digital tokens (e.g., NFTs or utility tokens) for engaging in eco-friendly actions like proper waste segregation, participating in beach clean-ups, or reducing energy consumption. These tokens could then be exchanged for discounts at local green businesses or traded, creating a tangible incentive for environmental stewardship.

I’m not surprised there weren’t many resources on this topic, however, I did find one ZeroToHero

Why is this a good example? This project, developed at an ETHGlobal hackathon, directly addresses a “waste management platform that uses AI to track waste collection. Users input waste collected, earn tokens, and share locations for pickup.”

Here are its main highlights:

    • Token-Based Reward System

      Participants earn tokens (built on Ethereum with Solidity smart contracts) for contributions to waste management efforts.

    • Blockchain Transparency

      Smart contracts manage token distribution and reward calculations, ensuring transparency.

    • Impact Tracking

      Provides visual metrics like total waste collected, tokens earned, and estimated CO2 offset.

Status: It has a live demo and its source code is available, indicating it’s beyond just a conceptual stage and runnable, making it a very strong “beta” or even early “production” example of the technical implementation.

6. Smart Education

Advancing educational access, quality, and digital literacy. Beyond just classrooms, ‘Smart Education’ aims to uplift Phuket’s learning landscape by enhancing access, quality, and crucial digital skills. Imagine a future where verifiable digital credentials, powered by Web3, open doors for lifelong learning and showcase local talents with unprecedented clarity.

Web3 Application Idea?

Blockcerts (MIT Media Lab – Open Standard & Live Implementations)

Blockcerts is an open-source standard for creating, issuing, viewing, and verifying blockchain-based credentials. It was pioneered by the MIT Media Lab, and MIT itself started issuing digital diplomas to its graduates using Blockcerts as early as 2017. This allows graduates to own a verifiable, tamper-proof version of their credentials, which they can easily share.

Status: In Production (used by MIT and other institutions). It’s an open standard, so various entities build on it.

7. Smart Governance

Enhancing transparency, efficiency, and citizen participation in local governance. Streamlining public services and increasing trust between citizens and government.

  • Web3 Application Idea

    A Citizen Feedback and Proposal dApp with Tokenized Voting.

Imagine a platform where Phuket residents can submit proposals for local improvements or provide feedback on public services. Tokenized voting, perhaps using identity-verified tokens, could give citizens a direct, transparent, and auditable say in local decision-making processes, increasing civic engagement and trust in local government. This ties into broader discussions about Digital Identity and Web3’s Role in modern governance.

Thai Government Tax Incentives

The Thai government, particularly through the Board of Investment (BOI) and in alignment with the “Phuket Smart City” initiative, is actively encouraging both local and foreign businesses to set up shop, especially in technology-driven sectors. Their approach involves a mix of tax and non-tax incentives.

The government aims to attract businesses that can contribute to these areas, seeing them as vital for “Digital Thailand” and regional development. They are explicitly welcoming digital nomads and promoting the digital industry to build more startups.

The Board of Investment (BOI) is the primary body providing incentives for qualifying projects, applicable to both local and foreign investors. These incentives are not exclusive to Phuket but apply to promoted activities within designated Smart Cities.

Tax Exemptions and Incentives (General BOI & Smart City Specific)

  • Corporate Income Tax (CIT) Exemption

    For investors who develop Smart City infrastructure systems or IT systems supporting Smart City projects, the BOI grants a corporate income tax exemption of eight years, with a potential 50% reduction for another five years after the exemption period. Standard BOI promotions can offer CIT exemptions for up to 13 years in highly attractive activities or areas.

  • Import Duty Exemptions

    Exemption or reduction of import duties on machinery used in promoted activities, and on raw or essential materials imported for export-oriented production or R&D.

  • Exemption of VAT

    While not specifically tied to Smart City projects, Thailand has recently (effective January 1, 2025, until December 31, 2029) exempted personal income tax on capital gains from cryptocurrency transactions conducted via licensed domestic platforms (SEC-approved exchanges, brokers, dealers).

This is a significant move to position Thailand as a global digital asset hub and encourage investment, including by non-residents. However, this exemption generally applies to individuals, not companies, and is for capital gains, not necessarily corporate income tax for a Web3 business operating an exchange or service. Companies typically remain subject to a 20% corporate income tax.

Other Tax Benefits

Potential for double deductions on certain costs like transportation, electricity, and water, or additional deductions for infrastructure construction.

Non-Tax Incentives

  • 100% Foreign Ownership

For many BOI-promoted projects, foreign investors can have 100% ownership of their companies, bypassing restrictions of the Foreign Business Act.

  • Land Ownership
    Permission for foreign companies to own land for promoted activities.
  • Visa and Work Permit Facilitation
    Expedited visas and work permits for foreign executives, specialists, and scientists, and their families. This includes the new Long-Term Resident (LTR) Visa, which offers a 10-year renewable visa for certain high-skilled professionals, wealthy individuals, and digital nomads, along with other benefits like extended reporting periods and exemption from employment quotas.
  • Business Support Services
    Assistance with various aspects of establishing and operating a business in Thailand.
  • No Local Content/Export Requirements
    For many promoted activities.

Specific to Web3 Initiatives and Tax Exemptions

While the direct “Smart City” incentives primarily target infrastructure and IT system development for the city’s overall functioning, the recent personal income tax exemption on crypto capital gains (until 2029) is a massive incentive for individuals involved in the Web3 space, including entrepreneurs and investors.

For Web3 businesses (companies) setting up in Phuket, they would likely qualify for BOI incentives if their activities fall under:

  • Digital Economy/Technology-based activities

    This often includes software development, blockchain development, data analytics, and other digital services that are central to Web3.

  • Smart City System Development

    If their Web3 application directly supports one of Phuket’s Smart City pillars (e.g., a blockchain-based tourism loyalty platform, a decentralized governance tool, or a health data management system).

Recommended Next Steps

For budding entrepreneurs and tech enthusiasts in Phuket, aligning yourself with the Smart City initiative isn’t just a smart move; it’s a strategic move, a very smart move. The government’s focus provides a supportive ecosystem, potential funding avenues, and a clear demand for innovative solutions.

Based on Phuket’s unique characteristics (tourism, strong local community, growing digital infrastructure) and the Smart City pillars, here are some Web3 applications/services with high realistic potential:

  • Decentralized Identity Solutions (DID)

    For tourism, healthcare, or even local services, DIDs can revolutionize how data is managed, making it more secure and user-controlled.

  • Tokenized Loyalty and Reward Programs

    Beyond just points, using NFTs or utility tokens for loyalty can create more engaging, transferable, and valuable reward systems for local businesses.

  • Supply Chain Traceability (especially for local produce/crafts)

    Using blockchain to verify the origin and journey of Phuket’s famous produce, seafood, or handcrafted goods can build trust and enable premium pricing for consumers.

  • Decentralized Energy Management

    As Phuket aims for sustainability, Web3 could enable peer-to-peer energy trading for solar power or incentivize efficient energy consumption in households and hotels.

  • Local Governance Participation Tools

    Simple, secure dApps for community voting on local issues or collecting verified citizen feedback can significantly enhance “Smart Governance.”
